The duty, in plain terms

If you let a property with gas in it, the Gas Safety (Installation and Use) Regulations 1998 put three duties on you: gas appliances and flues checked for safety every 12 months by a Gas Safe registered engineer, pipework and appliances maintained in a safe condition, and the record given to your tenants. The record goes to existing tenants within 28 days of the check and to new tenants at the start of the tenancy, and copies are kept for two years. It applies to the appliances you provide: a tenant's own gas cooker is not yours to certify, but the flue and pipework serving it are still your responsibility.
